Question about renewing F-1 visa  chuchelo
  miami
Dear Lev Kobrin. We are 2 Phd Students of UM with F-1 visas and valid I-20 forms. Our visas will expire in December 2004. Our I-20 forms are valid until 2008. Is it possible to renew F-1 visa not in the home country (Russia)?

Theoretically - yes, practically - it's on discretion of the USCIS. They accepted so many regulation for the last 1.5 years that they do not themselves what exactly to do. Of course, I recommend you to try extension of your F-1 here.

Thank you for the responce, Lev. What do you mean by "here"? There is no american embassy in the USA as far as I understand. Is it possible to apply for a new visa by mail?

Don't mix two concepts: aproval visa F-1, and a visa (stamp, or label) in the passport. To extent visa and receive corresponding Notice of Approval you can being here, in the United States. However, if you are talking about a visa in your passport, you should get it abroad (it couls be your country, Mexico, or Canada).
