Hi Boris,
I came to Brooklyn in February 2002 under DV program and I haven't got my green card yet. Will you please advise how long I have to wait before making any inquiries on this matter? What kind of inquiries do I have to make?

I would start with your local INS office.
Go there in person and inquire, they should be able to tell you whether your green card is still being processed (I doubt that, since February?!) or it got lost in the mail........
