| DV 2003 winner but no visa obtained |

Dear Sir,
My father is a winner of the 2003 DV lottery. He and my mother passed the interview in the US Consulate in Moscow on March 3, 2003 and they were told that all is OK but they need additional security clearance. It has been almost 6 months and the clearnce has not been obtained. As i understand, if the visa is not issued by September 30, they will loose it. But it is not their fault as they have complied and provided all the paperwork, etc. Moreover, it appres that since they have applied for an immigrant DV visa they will not be able to obtain a tourist visa anymore. What can we do?
