Dear Sir:
I cannot advise you prior to the interview whether your ties to Kazakhstan
are sufficient - that will depend on the information presented to the
consular officer at the time of the interview. The consular officer will
examine your ties to Kazakhstan and to Russia. The important thing is, you
should convince the interviewing consular officer that you have strong ties
to a country other than the United States, thereby compelling you to return
from a short visit to the States. You can present information about your
relatives in Russia.

Pisal pism'o v posol'stvo v Moskve vot otvet:
**************************
Applicants for nonimmigrant visas are presumed to be intending immigrants.
In order to overcome this presumption, applicants must prove the existence
of strong social, economic or family ties to their place of residence that
are sufficient to compel their return after a short stay.
If you have strong ties to Kazakhstan (i.e., an apartment/home, a good job,
etc.), then you should apply at the U.S. Embassy in Almaty. If you have not
been in Kazakhstan a significant amount of time, you may want to consider
applying in Moscow.

V kakoe posol'stvo luchshe obratitsya, v kakom mne budet legche dokazat' "strong ties" i chto ne hochu ya ostavat;sya v shtatah?
Zaranee blagodaren, Kaiser

Response for: Kaiser Cole at 1/27/2004 11:27:00 PM

APPLYING FOR THE VISA
Applicants for temporary work visas should generally apply at the American Embassy or Consulate with jurisdiction over their place of permanent residence. Although visa applicants may apply at any U.S. consular office abroad, it may be more difficult to qualify for the visa outside the country of permanent residence.

U menya vopros, a kakaya v moem sluchae moya strana of permanent residence?
